Got it.  But SR is speed.  Horse power does not equate to miles per
hour and neither do well operated gnomish engines to SR.  Now here's a
very reasonable explanation that will allow implementation of what you
want:

We all know that speed in the phlogiston is altered by the flow.  Like
sending a ship in a current.  If I increase the ship's speed in still
water by a factor of 2 (doubling it) it doesn't double the speed in a
current.  So, the grey phlog's flow give the jammer most of its speed
and each SR increase is only enough to affect about two weeks of
travel time.

Another idea:

The sargasso area may not be of equal depth all around.  Adding a
variable time to get through might be an interesting addition (and of
course flow speeds will also be different in different areas...).
