I don't see how that rule applies in Ravenloft.  All the rules I have
read said that good and evil cannot be detected by any means.  And going
around saying "that person might be evil so I will kill him" cannot be
considered a lawful good act.  And if killing is a lawful good act then
all those Drow who kill each other are going to have an alignment
problem.
You say goblins are inhertidely evil, so are drow.  An one particular
drow has become a quite famous ranger of good alignment.
There are exceptions to every rule and deciding to eliminate a species
just because most of them commit acts which the self-appointed champions
of good deems wrong is evil and unbalancing to nature.
I thought elves where nature loving pansies.
  (Sorry, I've hated all elves ever since one elf DM stripped me of my
paladinship when I kill one dwarf PC twice in one night)

One question: Why would the Arcane allow the IEN to drive some paying
customers from the spacelanes?  War is fine for profit but eliminating
one side would be bad for economicly.
