Actually, I see the lack of long-range spells as a good balance for ship-to-ship combat. Long-range spells would negate the effectiveness of artillery since spells do more damage. On the other hand, large ships are tough to damage with all of their hull points. Spells would end the fight sooner. On the third hand (you didn't know I had three hands, did you?), I already don't like how important spellcasters are. One reason I have designed a lot of alternative helms is so that wizards and clerics aren't required as helmsmen (also to aid races such as Giff and gnomes). I say leave things as they are. Put the fear of death from boarding parties into all of those mages.
