Elves are not only "human", they are elves.  The human race is neutral
while elves are chaotic good.  Humans, being neutral are more likely to
go on murderous rampages when they feel like they have been badly
treated.  These people are the neutral ones.  Evil humans are people who
decided to stop being victims and get everybody before someone goes
against them.  Humans that could be classified as good would forgive
their enemies and try to teach the error of their ways, nonvioletly.
Resorting to violence only in self defence.  Obviously, their are very
very few people who could classify themselves as good on this planet
which is why humans are neutral.

Treaty-twisting, genocide?  Sounds like you are talking about
respectable Drow.  Perhaps someday soon their is going to be another
elfwar as the Good elves purge their society of the returning evil.
