Moral Genocide? (Was: IEN Fascists?)

If we don't perceive goblins as evil, how do we know that they are evil?
We have to perceive their evil before we know that they are evil.  Since
we have to percieve them as evil in order for them to be evil, they can't
be evil.  After all "what we perceive them as is one thing, but what they
are is another".  Therefore they aren't evil.

Just kidding.  :)  (It's almost 3 AM here.  Can you tell.)

Okay, they aren't people.  Hypothetically.  Does this mean that I can
slaughter an entire species of anything that isn't people without it being
an evil act?  Here's a specific example:  wolves.  They aren't people.
They have no culture or civilization.  They live to kill and eat.
Everything else in their lives is secondary to that.  Can I exterminate
their entire species without it being an evil act?  Why or why not?  If
I can't, then what makes them different from goblins?
