Somebody earlier suggested that Borka might have just been elven
propaganda. That is, you have a clusterworld in Realmspace (?). Plant a
bunch of goblinoids on it; indoctrinate them to believe that they have
always lived there, that it was once a planet. Convince them that the
planet was destroyed by the elves. NOW who's going to mess with the IEN? :)
