He was probably thinking of the "fire-fly" (or was that "fire-
flitter"?) varient. They were *filled* with smokepowder and greek fire,
but I don't think they used explosives for propulsion.
I've been thinking a lot about non-magical engines again lately,
and muscle-powered propellars are starting to sound pretty good. The
elven flitter version of these engines could have magically turned
props, allowing the pilots to focus more on piloting. Oars would probably
also work, and could be what drakkar-type ships use.
