	Err, this somewhat difficult to answer.  The "elvish empire" is really
nothing more than a very loosely allied nations.  Each sends a
representitive to Lionheart, where they make decisions concerning the
whole of the elvish race.  The Fleet acts as an intergalatic defense
force, protecting elvish nations from attacks from space.  However,
elvish nations must be self-reliant; if they depend solely on the Fleet
for their defense, the Fleet will not support them.  The Fleet, I
believe, has the right to recruit from any elvish nation it sees fit,
but I think it recruits from the more space active nations (Greela comes
to mind).  In any case, the Grand Admiral is the ultimate ruler of the
Fleet, but I don't think she can go to war without concent of the
council.
