CoAS p.84, "The user of this spell cannot teleport from one crystal
sphere to another. Furthermore, the caster cannot teleport to another
plane from the phlogiston."

I would disagree, the gate spell opens a rift into another plane. It
doesn't breach a physical barrier like phase door, it opens an
interplanar rift from the prime to someone else. CoAS states that it
functions normally in wildspace, but doesn't function in the flow.
