I think it has to do with *velocity* more than range. In WCC
they say that shot fired from a catapult or ballista keep traveling in
a straight line until they hit something. Maybe the shot travels
*slower* -- because of its size.
Other than that, the only explination is that you'd want longer
light weapon range, or everybody would be running around with nothing
but heavy catapults. Simple case of game balance. Also, I thought
I read somewhere that trebuchets aren't used in space because of their
size, so *really* heavy catapults are left for groundlings only.
