I'm not sure, but I think the original poster is referring to "the
Prince" by Machiavelli. It was written in the 15th century (IIRC), and
was sort of a "ruler's primer" for that age. I haven't read it myself,
but I think many of the methods in it would be considered "evil" by
today's society (I think the old adage "It is better to be feared than
loved" comes from the Prince).
