All race have the tyrant and if the elves went unchecked he may have succeeded. Also there is one constant the money, the Arcane make money that would make a P.C. think the largest dragon horde was but a copper piece. If a race buy to many helms they may one day have too many. And if they have no way to destroy or lose helms they would not need the arcane enter the enemy.
