In my campaign, there has been some suggestion that the elves betrayed the Goblins after the Elves used said Goblins to rid the spheres of the dominance of the Thri-Kreen (reference: Lost Ships where it mentions that the Thri-Kreen were the power in the spheres before the Elves). After the battles were won, and the elves smartly threw the fecund goblin-kin in harm's way, the elves were able to defeat the Goblin-kin and establish themselves as a power. True it wasn't that easy, and the goblins fought hard, but eventually the elves won round one. Now I wonder if, in addition to allying temporarily with the goblins against the larger threat (thri-kreen), maybe the elves themselves "uplifted" the goblin-kin. This gave them cannon fodder they could care less about, in addition to an ally they believed they could rid themselves of easily after they defeated the insect-kin. This plays very well in my own campaign, where it is already suggested that the elves may have created their own nemesis in the Scro. tempest
