As I'm in the process of playing the module (more or less) I'm making
changes as I go.  So far, I've left the level of the Enforcers the same,
and bumped the level of the Breeders down a few notches.  The werewolves,
while tough, aren't nearly as dangerous as at least three 8-12th level
mage/fighters being on board every ship.

To support the numbers of troops involved, I've rewritten some of the
spheres the Vodoni have conquered.  The way the madule is originally
written, most of the spheres Vulkaran is so proud of subjugating are
uninhabited or worthless (or both).  Replacing the worthless spheres with
a few human groundling cultures provide's the Vodini with the levels of
manpower needed, and large groups of potential allies to help in fighting
the Vodoni.

While the numbers of troops Vulkaran has at his disposal are truly awful,
with actual civilizations in the other spheres, much of his military might
will be spent keeping his other spheres in line during the coming
conflict.  I suppose what this boils down to is that while he has the PCs
home spheres outnumbered, the forces he can bring into play are only a
little larger.  It just looks a lot more formidable to the PCs.  They're
in for a rough time if they're going to survive, but they have a good
chance.
