Well under more peaceful circumstances yes. But remember they were
fighting a war and at one point they were losing it. Now I know that
Elves are long lived and patient but do to the fact they were losing,
they had to develop something fast. These new weapons that were tested
could have been done in a short period of time. Just because it says
they had many failures does not indicate many generation, they could
have had many subjects to experiment on.
