Actually, there are two types of tinker gnomes, both originally from
Krynn. The Minoi and the Gnomoi are two offshoots of the gnomish race
created by Reorx. The Gnomoi were actually created by Reorx himself and
consider themselves his "chosen" people. The Minoi were a group of humans
whom Reorx tried to teach. The humans were both inept and arrogant,
however. They claimed superiority to Reorx himself. The God, in his
anger stripped the humans of all but the memories of their technical
abilities and cursed them "to become as small as their small-mindedness."
It was through Reorx's mercy that they came to resemble his chosen people,
the Gnomoi.

The only major difference between Gnomoi and Minoi is the way in which
they think. The minoi lack the logic that allows the gnomoi technology
to work. A gnomoi invention tends to do what it is intended to do and
nothing more. A minoi invention bounces around, explodes, falls apart,
maims, folds, mutilates, etc, and occasionally even manages to do what it
is supposed to do. In short, Gnomoi inventions work and Minoi
inventions...well...you know...

The Gnomoi, for the most part, only live on Taladas, Krynn's lesser known
major landmass and are much less common than the minoi. The gnomes of
Ansalon are the descendants of a group of minoi who chased after the
Graystone of Gargath. (this is why Mt. Nevermind is such a bad, bad
place to visit) The minoi of Ansalon were also the first to make it into
wildspace (accidently, of course), which is why these little
disaster-areas are what people think of when they think "tinker gnome".
