And on some worlds these races are actually quite civilized. On Cerilia (BR)
the Goblin races and the Orogs are organized into nations, as are the
Hobgoblins of the world of Tellene (Kingdoms of Kalamar, from Kenzer & Co.).
IMC, the leading Hobgoblin clans of Norga-Krangel (on Tellene) are descended
from the survivors of seven Spelljamming vessels that were marooned on
Tellene during the small conflicts before the UW hundreds of years ago. They
went on to change Tellene's history (though this Spelljammer element is IMC,
not official history) as the founders of the Kingdom of Kruk-Ma-Kali (who was
a descendant of the admiral of the original Hobgoblin fleet)... those of you
familiar with Kalamar know of the significance of Kruk-Ma-Kali and his
kingdom in Tellene's history.

Also, though it isn't AD&D, GURPS Fantasy's Ytarian Goblins are a highly
civilized people who could very well develop Spelljamming technologies...
