     If your goblinoids aren't a threat because of more than sheer numbers
     you might want to reread your monster compendiums.  Orcs are as a
     smart and strong as a human or any other demi-human.  So are the scro.
      For ever genius human there will be a genius orc and for every fifth
     level human fighter there will be an orcish hero who has reached the
     same level.  You might want to give more credit to the monsters--they
     aren't just a set of numbers on a page.  They DO think independantly
     and should have good ideas just like the PCs.  IMC a patrol of orcs is
     cause to hide in the bushes, not draw your sword and say "C'mon guys,
     there's only 4 of them for each of us so ya better hurry!"

     Other goblinoids have their strengths too.  Kobolds for example can be
     wrapped in netting and used as equipment in a lively game of Ko-ball

They can reproduce very quickly and be a threat.
