No, tinker gnomes are a creation of Reorx.  The krynnish god created them from
human servants.  It is said reorx came from another sphere originally, and he
may have cursed other followers, turning them into tinker gnomes.  The only
VERIFIED source of tinker gnomes is krynn.  Of course you can have them anywher
eyou want since they have spelljamming ships & if anyone can survive a crash
landing it is a timker gnome.

Actually no. They are listen in the MM along with all the other normal
gnomish races. I have Minoi on Toril, Krynn, and a few other worlds I
created. Kender are Krynn-specific though. None of the other known sphere
have kender inhabitants except for Krynnspace.
