	If I'm not mistaken, nukes were well underway long before the war even
began (at least the theory behind them).  It took quite a bit more than
4 years to develop them.  In fact, during the war, all literature in
such matters that was freely distributed to the public was supressed to
keep spies from learning how close we were to nukes.
	Another point about the bioweapons: how long does it take to grow one?
Under the history for the spirit warrior, it states that they had *many*
failures.  I would assume that would mean multipule generations of
creatures. Unless the creatures had an unnaturally rapid breeding cycle,
that means years of development.  And don't forget that elves are
patient creatures.  They would not put a new weapon on the field without
testing it extensively.  That also doesn't count production time.  The
users must bond with spirit warrior, a process that takes months.
That's a lot of warriors away from the front for an extended period of
time.  I would think that the elves would have developed these things as
early as a century before the war, and decided to use them only in
situations where the resistance was heaviest (such as the Unified fleet
under Longtooth).
