For example, if a Goblin nation has Mage level limits of third level, this means that their Magic knowledge limit at this time is 3rd level. Just like Earth year 1601 was Tech level 3 (medieval technology) I use the GURPS Tech level chart for this. Basically I use the standard level for a race or nation in a class as a limit to their technology. I hope I'm making sense here. > Oh, I agree. I have not yet made a chart, but you are right, they should make a Sphere guide.
