Well the standard Elf is 1st level, and the standard human is 0 lvl.
Goblins as well as any non human are not restricted to the levels given
in the Monster Manuals. These states are just average for the race. I
have the Humanoids Supplement and have ran a Hobgoblin PC that was 7th
level.

Not all Goblins are tribal. Their are whole worlds out in space that
have organized Goblin Nations (and they do not have to be evil).
Remember you are dealing with many worlds now in the Spellfammer
universe.

I do believe the Scro can have high level spellcasters and they are
orcs. Why can't Goblins have high level Mages. And I do believe they can
be Psionasist too.

Your still thinking of the tribes found on Greyhawk or in Forgotten
realms. You also have some human	tribes which are just as
primitive as these goblins but as you know their are advance human
nations so why not the goblins. I don't put all goblins in the "generic
dumb brute that is only good for beating up" category. They have many
degrees diversity  just like the Humans,  Elves or any other race.

You just have to break away from the mold that AD&D has put onto the
races. Not every one in a particular race is going to act or be the same
as his fellow. Look at the diversity here on our own planet and we are
only one race.
