      That's because you have too narrow a view of evil.  Evil can best be
described in a very general sort of way by an attitude or philosphy which
promotes the self over the group.

      Yet this does NOT preclude such an individual from participating in a
"good for the group" activity.  This is in fact how ecology safe products
became available.  By giving an "evil" person a stake, interest, benefits
from such an activity ranging from riches, stability, cool gizmos , whatever
an "evil" person will either follow the rules solely for the percieved
benefit to his person or will attempt to find another way to those benefits.

   So simply because he is payed well to do so might motivate an "evil"
doctor to forsake the latest equipment to practice medicine in the Congo and
help track down a cure for Ebola.  The same "evil" doctor could perhaps be
driven by the chance to become famous or just well-loved.

   Ordinary people are difficult to fit into a good/evil category without a
long period of observation. It is much easier to judge lawful/unlawful acts
IF you are judging with a single law code.  And then finally the Bible says
judge a person or thing by the fruits he bears... this makes the "evil"
doctor cited above good if he can succeed at curing the disease, and the
people cured by him will certainly think him good despite the amount of
money the sponsor had to pay.

  To sum it up: MOST ORGANIZATIONS WILL HAVE MEMBERS THAT ARE
GOOD/NEUTRAL/EVIL AND WILL DISCRIMINATE ON A LAW/UNLAWFUL BASIS.  ESPECIALLY
IN EURO-STYLE CULTURES WHERE LAW=GOOD.
