This seems a little much, to first charge them extra for the chair, and
then force them to cast the spell every time they want to work it,
especially considering that each spell they cast reduces their power, for
something that is of questionable value over a regular chair. I understand
the extra price, because of rarity considerations, but the spell should not
be needed, just to use the chair.
