Whoa,  there Grimwulf.  I think your interpretation is easily as logical
and consistent as mine (though not more so:))  but it is a far cry from
"official":)  This is one of the many areas where the SJ rules fall short.
A careful search of the Spacefarer's Handbook failed to reveal any clues on
the matter,  and the original boxed set was a bit vague (not surprisingly,
since Tome of Magic hadn't come out yet:)).  So no one's interpretation is
official,  we all just have to pick one that fits with our view of the SJ
cosmos and sell it to our players:)
