I would actually disagree here.  It seems to me that Dwarves and Elves 
have always been involved in a somewhat less-than-friendly competition.  
I think that as soon as the Dwarves found out the Elves were flying 
around "up" there, they immediately began to solve the problem of 
'jamming themselves.  Why sit idly by while the Elves plunder the worlds' 
resources?  The Dwarves would have felt they had as much right (or 
actually probably more) to them as the Elves did!  Oh yeah, and just to 
let you know, this is a biased opinion.  Besides the really cool races 
like Scro, Half-ogres, Half-orcs, etc..Dwarves are one of my favorites.  
Who needs the Dandelion-eaters around anyway?

hmmm...probably right about this, depending on the campaign setting and 
the dominance of the Dwarven race therein.  Citadels are BIG, and I can't 
imagine there's some kind of "assembly line" operation churning them out 
somewhere.  Plus the fact that after the forges have used up all the 
creative material in the citadel, it burns out and another citadel has to 
be created.  Kind of limits the number of citadels out there by sheer 
atrition.
