Actually, the Wild Mages level DOES NOT VARY.  When casting a spell,
his/her CASTING LEVEL VARIES.  It's not like the Wild Mage is walking
down the street and every minute his/her level is varying.  If the LEVEL
actually varied every few time segments, the Wild Mage would be losing
and gaining hit points, his/her saving throws and THAC0 would constantly
be going up or down, etc.  The Wild Mages level NEVER VARIES.  However,
because of the unstable effects of their Wild Magic (those wonderfully
unstable effects! :> ) when casting a spell, the power (or level if you
will) of the spell will become greater or less than the power (level)
that the Wild Mage could "normally" handle.  (Just what is "normal" with
a Wild Mage?)

Therefore, to be more direct to your question, the Wild Mages ACTUAL
LEVEL is used when he/she is 'jamming, because they are ALWAYS THAT LEVEL.
