Here's my take on the IEN...
Long, long, LONG, ago, various "young" races started exploring
space. This was the start of the "modern age". Back then, the means
of propulsion were very simplistic, and mostly unique (i.e. things
like ships drawn by swans, etc.) The elves on various worlds were the
most technically advanced, so they went up in relatively large numbers.
Eventually, two elves from different spheres met. They went on to meet
others. These space elves decided to organize the scattered elven nations
to help facilitate trade, mutual aid, etc. This elven treaty was signed
by all of the known (at the time) nations of elves, forming the Elven
Expeditionary Force (or whatever they were called).
Then the arcane came, and brought with them true spelljamming
helms. The elves were very excited about this new form of propulsion,
and made deals for bulk purchases, etc., which they could pay for with
the resources of -- by then -- several planets. Soon after, contact was
made with the reigar, and their esthetics. The elves, always lovers of
nature and cool living things, tried to purchase esthetics, but the reigar
wouldn't sell any. So the elves, still a peaceful race, attempted to
create their own living ships. Out of this research came the first
man-o-war ships. They were built to handle the largest helm at the time,
but were not nearly as badass as they are today.
With the coming of the arcane, and their relatively cheap and
efficient helms, various other races joined in the "space race". Some of
these races were the orcs, goblins, and ogres. They noticed that it was
easier to steal helms from other ships and to by new ones, and a great
piracy campaign started. It was mostly just scattered groups of ships,
with no organization (i.e. there was no great Humanoid Empire, or any
such garbage). The elves, having a large number lightly armed ships,
started to take note of the "humanoid problem". Since the EEF already
had a communication network in place, they decided to form a military
force which would deal with the piracy problems. And so, the IEN was
born.
The Unhuman war, as it came to be known by humans, lasted over
100 years. During that time the humanoids became somewhat organized,
but to late to make a difference in the war. They still lost, and were
scattered all over the spheres trying to escape from the elven onslaught.
During this time, the elves also developed the armada and flitter, but
the man-o-war remained the workhorse. Since the war, the IEN has been
playing peace-keeper, but mostly to protect elven interests.
