Tied in with a race-specific shopping lists and pt. costs for "topping out", increased armor, race-specific goodies like Shou rockets and gnomish flywheels etc. it still might work. Sure, combat is important as this is a war, but a good campaign manager (sphere master?) could play on the deficiencies of an imbalanced or power-gaming fleet commander. Whaleships are probably better than armadas for shuttling ground troops, even refugees if the commander wants brownie points from the locals. If the scro commander assigned to invade Darnannon (sp?) space sinks all his points into a wildspace-cruising witchlight marauder, there will be repercussions as a host of neutrals begin flocking to the elves as allies for mutual protection. And the same if an elven admiral invests in armaggedon-type magic like the one that broke Borka into little bits.
