It'll depend on how detailed the gaming gets. It could range anywhere from being a glorified Risk or Axis-n-Allies game to each sphere having a particular "Sphere Master" who coordinates all players occupying or invading into. I like the latter approach using Westermeyer's sphere chart and maybe a Phlo Master or two. It gives some quirkiness to each sphere depending on who runs it as well as autonomy of how detailed the playing there will be. Another question, turns? Standard month? Year?
