  I agree that they are rare, probably at the low end of Toby's point system.
 Not only are they minor league, though, but don't their houses have deadly
rivalries, meaning unlikely to have a coordinated fleet?  As minor league,
though, it also doesn't seem to behoove them to go on major slaving campaigns
against members of large, established and consolidated navies be they
goblinoid or whatever, maybe petty stuff, tough.  Or they'd quickly get the
alienated reputation that neogi have (which btw are their primary enemies in
wildspace, I don't know why except it says their an aesthetic insult to
Lolth, see WWC book 1 p.28), and they seem smarter and more flexible than
that.  Wouldn't they side with whoever furthers their cause of gaining more
helms, ships, slaves, and killing elves?  Maybe not openly, perhaps just
scavenging battle sites and surprising elves here and there when they can.
 Or maybe, as diplomats, they weasel their way onto the bridges of flagships
to turn the direction of the war the way they want it.
  The "minors" may have to be treated a different way than the
garrison/occupation fleets of 25,000 pts.  That is military brotherhoods,
merc privateer companies, costers, insectare, xixchil, dohwar, drow and the
like.  If they have small presences in alot of different spheres, there might
be a sub-game to the main one, that of gathering and trading military
secrets, espionage, sabotage and commerce raiding. 
  But there is precedent of Graz'zt-worshipping, groundling drow working with
Iuz's forces in Gygax's Greyhawk novels *Artifact of Doom*, p. 189, the Old
One himself orders,"You are to take a force of buheer and nonuz.  You will
command them, My regiment of Black Death, and a company of drow.  You are to
invade the lands of the Heirarchs, raise the wild Uroz and free reavers
there, and march on Molag.  I want my city back!"  Of course Eclavadra, the
drow ambassador, had other designs in her wicked head but tacitly accepted
Iuz's authority to accompany the humanoids.  But the scro are not Iuz.:)
