Roger Moore's scro article in the Dragon Annual goes on to state (p.52) "A 5th-level war priest with training as a necromancer and of wisdom of 18 would then have 10 wizard spells (at least 3 of them necromantic) and 13 priest spells - not bad!" Then, they fill the upper ranks of the navy (ie. Admiral Halker) and there's one on each of the three ship's watches plus the captain and yes...scro have some magic. But, IMO, it is still a catch-up game to the elves who are "fey" creatures after all (whatever that means, probably an edge in enchanted items, no sleep or charm, magical aptitude, and, unlike Dukagsh, the ready ear of their gods.) Magic may not be their best thing, but one of a few things scro have up their sleeves to fight the elves.
