I thought MC also effected how fast you could slow down and speed up, something that is important in battle. Turrets don't give full 360' firing on all ships, unless you place the turret out in the open the first target of any attacker. I think the Elves would keep them because they tend to take a long time to change anything. Having arrived at a good design they like to keep it until they fnd something better. Of course deciding what ships are better could take a long time as the admirals of the EIN have to go over every aspect of the ships design.
