 There is an encounter in Skull and Crossbones as well as a note on p. 52 of
Lorebook of the Void indicating a small but highly organized military
brotherhood aiming for order in arcane space, their order.  Lord Diadan
Cartan is not the top of the heirarchy, but no doubt has such aspirations.
 Whereas the Chainmen are the bulk slave traders of wildspace, these guys I
envision as Machiavellian pros coercing and assassinating their way to
political domination.  Introducing addictive drugs, hostage taking, grand
sabotage are not above them.  I can't remember where I read, but they have a
"dark" (cliche?) homeworld somewhere.  Were they an influence on the
draconians in the War of the Lance?  How about the recent Greyhawk Wars that
brought about the From the Ashes boxed set and the rise of the Scarlet
Brotherhood?  Did they help maneuver the Zhentarim purgings to exert more
influence on the Faerunian organization?  Who knows?  Everyone suspected  of
membership denies such an organization exists.;)
  As for IIUW, these disguised opportunists might ingratiate themselves on
the elven side (playing the odds), a few privateers here and there doing
scouting jobs and intelligence for both sides perhaps.  Then turncoat at a
crucial time so that both sides incur major losses leaving convenient power
vaccums.  Watch out!  Need a heart several sizes too small to play them.
