Organized Neogi?

The Neogi of the Astromundi Cluster are the organizers of much of
that spheres economic livelyhood.  They set up trading agreements (if
any one race/group breaks these agreements which sometimes involve
non-hostile co-existance, the rest of the races boycott or even
attack them).  This general overseer of trade role is reflected in
the fact that Neogi is used as the Common Tongue in the Shattered
Sphere.  Various neogi can still be rivals and all are not to be
trusted, but the arrangement give SOME stability to the sphere.  (I
think of them as carnivourous Ferangi)
