derro are not dwarves (they may be crossbreeds with evil humans, they
are evil and not trusted by other dwarves, in addition they're
chaotic, not ones to work well in this kingdom) and they're in normal
adnd as well as DL, their savants can use some magic-user spells but
they do not have levels, they are described as a form of sage-like
individual and it is through this study that they get mage spells
dwarven clerics and specialty priests should be running rampant in
this powerful a kingdom and should provide the magical power
as for humans and others, they undoubtedly live in the spheres along
with the dwarves and would probably be used--look at how the British
used their African and Indian (from India) subjects), they were
allowed to be military and labor and servitors but weren't (generally)
made governors or officers--they would probably have their own clergy,
though MUCH lesser and subservient (maybe even monitored by) to the
dwarven one, mages would be much rarer (dwarves distrust magic and no
one wants to create possible ultrapowerful foes), they would also be
limited in spell selection and level as the dwarves prevent spell
research  and impede training
if you want dwarven mages use runecasters, in the realms dwarves were
all originally powerful rune masters but this slowly became only part
of the populace and now is no more, don't use the runecasters from the
giants sourcebook (in the realms) or the viking sourcebook however,
the dwarves were supposed to be MUCH more powerful runecasters, on par
with or more powerful than many mages of equivelant level, they should
be very skillful and have a spelllist equivelant to a mages those the
spells should have a dwarven flavor (no flashy fireballs and
icestorms, gates spells that have links at either end instead of
teleports, etc, remember, dwarven magic should be concrete magic
as to drow in space lizard men are a greater presence, drow are very
rare in space and shouldn't be a major faction in any war (or even a
minor one, any drow force would have one main ship at most)
the nogi aren't built in organized fleets generally but they will
avenge each other as they don't want people running about thinking
they can attack neogi any time they like, thus they don't make a good
faction, besides, they'd hardly cooperate with the scro, they want to
control the spheres too
Wa has never been at war with the elves, they just mistrusted them as
Shou allies (and they aren't about to ally with scro, it's someone
else's control of the spheres they fear anyway, in WCC it's noted that
Wa and the elves have come to terms after aiding each oter in a battle
and are now allies but the Wa, while a small but powerful force, don't
leave Realmspace around Toril (they're merely there to defend they're
homes, not expand and conquer)
