I should think they would avoid magical means in general. Although they
_can_ use priestly magic, I would think that they might instead utilize
the occasional high-level psychoportive psionicist (very rare, probably)
or, more usually, nonmagical methods such as outriders. Think
pre-telegraph empires. If the empire is as loose as the one which has been
described, they can easily handle the time-lag of waiting for the next
Starpork dispatch to arrive. It's certainly plausible, at least.
