The Tenth Pit is given a fairly good write up in the Spelljammer's Box set.
It is run covertly by Diadan Cartan (if memory serves me correctly), a
member of Bral's advisers to Prince Andru.  I was able to use Miridan
Rhom(sp?), another advisor, as a counter balance to Cartan by having him try
to use the PC's IMC to try to infiltrate Cartan's organization to get proof
that he is the leader of the tenth pit.  It is an unofficial group on Bral
that deals with the slave trade, something frowned upon by Prince Andru
(supposedly), and operates mostly on the underside of Bral.  It isn't very
fleshed out in the books, which should give a imaginative DM a load of plot
