I'm not too keen on the idea that a world of dwarves would have
non-dwarves around as a necesity of war.  In my campaign
world(groundling-sofar) I allow some types of dwarven wizards.  If you
have the PO:S&M handy, with some creative thought, I think you'll see
that the Thaumaturgical schools of Artiface, Alchemy, and Geometry could
be well suited for dwarvs.  If these characters exist, they do not get
the bonus to magic saves as other dwarves, but devices and spells still
have a 20% chance of not working.  Each type of dwarven wizard would use
his own method of scrying and communication devices.
OR drawven priests would run the show.  Spelljamming and perhaps using
devine methods of communication.  In any event, I really feel that
dwarven society wouldn't enter space if they couldn't handle it on there
own.
