Would it be strictly based on scenarios from the historical 2nd Unhuman War
or would it be totally open? And how would combat be run; Battlesystem?

I'd be open to co-running something like this if we could set up some basic
groundwork and if there were enough people willing to help run or play the
simulation.

A few things off the top of my head that would need to be done:
1. Determine the forces involved. You mentioned Scro, EIN, Neogi. Who else
would be able to field a sizable force?
2. Things like resources, spheres available, what spheres would the
conflict cover, etc.

Perhaps you could fill us in on how the 2300AD simulation went and how it
was structured.
