As to making a citidel capable fo supporting life, I would ask why the citidel had to lose air. It did not lose gravity so it's atmosphere should still be there, albeit possibly not breathable. All it might take would be a druid or just a good farmer. Enough plant life would freshen the air in... well, a long time, really.... but if the plants were magically stimulated, the oxygen would be replenished . Maybe some hasted trees and/or algae? Just my first idea when I saw your post..... Tempest
