My original idea for Selune was not that every single person would be able to cast spells. Those that can, say 1 in 4 (I know, high but the children of mages would be encouraged to become wizards themselves), are taught early and well. The average mage would be of around 12th level. The more powerful ones, those who rule the world could go as high as 20th level. The overall ruler of the moon would be a mageking or 30th level. Overall the wizards would live in isolation, spending their time in research and spellcraft. A typical "city" would be centered around a wizard's tower with some 20 to 200 craftsmen, farmers, artists and assorted "mundanes." The wizard and his apprentices would rule the 500 to 2,000 mile region as nobles. These city-states would then serve the mageking and his or her court. There would be "wars" but they would involve more political intrigue than outright battle. The nation of Haluraa on Toril is a good example of such a country. The former land of Nethril is an example of the same type of nation gone bad. But again, I haven't settled on this society as my Selune. If anyone else has a fully developed culture that would fit on this moon it would save me a lot of time and trouble.
