I am afraid I must disagree with you here. I think it is quite feasible
for a community of wizards to live relatively close to each other (notice
that he didn't mention population density). Sure, they might have the
ability to throw fireballs at each other, but that doesn't mean they will.
Why not? It could be set up to resemble modern-day society: people don't
kill other people even if they want to because they will be caught by
others and punished. When there's a whole planetfull of wizards, using
magical means to catch and punish a rogue wizard becomes a lot more
likely. As opposed to normal AD&D campaign life, where one can kill
someone and no one much cares (as long as you're careful). You still can
have evil people, but they operate within the rules.
