This sounds like a situation rife with munchkinism.  Now, before you get
excited, I'm not calling YOU a munchkin.  It's just that if you put lots
of "powerful wizards" in the same place, sooner or later a PC is likely to
go there, just to "become more powerful" or "get more spells" or somesuch
thing.  You don't want to make it too easy.  Also, think about the
situation you've created.  Is it realistic?  I don't think it is.
Powerful mages are, almost by nature, rather suspicious of other powerful
mages.  Usually they have good reason.  I don't think that more than 2 or
3 mages, of whatever power level, could live in close proximity without
squabbles breaking out (unless there is one "master" and the rest
apprentices or something), and squabbles between powerful mages have a way
of...  um... degenerating into wars.  Throwing fireballs isn't like
throwing plates.  I really think you need to put a bit more thought into
this.  (Just thought of an example:  Red Wizards of Thay.  There are a lot
of them in close proximity.  What do they do on a regular basis?  Kill
each other.  'Nuff said.)
