Take a look at the rules again.  The 1st level mage will take a long time to
repair a ship while even the higher level mages will need to make multiple
castings to maintain a ship and remember the helmsman won't be able to do
anything if he's been on a helm within 12 hrs and hasn't slept.

 The permanent effect of the mending spell indicates that is a powerful
spell but its limited application fits it comfortably in with other 1st
level spells.

  I think the idea came from the cut the rope/ tear the hundred dollar bill
tricks that are among the first learned by many stage magicians.
