It's been a while since I looked at that rule, but here goes.  The
Mending spell has always been a permanent fix for anything it is used
upon.  It is a simple application of the Law of Contagion (I believe
that's the law--the one that says "once together, always together".  It's
the same law that lets voodoo dolls work.  Incidentally, I read too much
Lord Darcy.)  It encourages all the broken pieces to go back where they
belong.  The only restriction is that you have to have all the pieces.
You can't use Mending to graft new hull structure into the hole.

It probably wouldn't.  If you don't like that, enforce the rule that they
have to have all of the pieces for the Mending to work.  This probably
puts an upper limit of 50-60% hull point restoration for battle damage
repair, and makes repairing fire damage with Mending nearly impossible.
The spell doesn't reconstitute destroyed parts, and you can't get much
more destroyed than ash.
