It is a simple application of the Law of Contagion (I believe that's the law--the one that says "once together, always together". It's the same law that lets voodoo dolls work. Incidentally, I read too much Lord Darcy.) It encourages all the broken pieces to go back where they belong. The only restriction is that you have to have all the pieces. It probably wouldn't. If you don't like that, enforce the rule that they have to have all of the pieces for the Mending to work. This probably puts an upper limit of 50-60% hull point restoration for battle damage repair, and makes repairing fire damage with Mending nearly impossible.
