The disposition of the elven race, manifested in the Elven Imperial Navy,
is one of coolest aspects of Spelljammer. Elves are normally portrayed as
nature-loving reclusive people, whereas the spacer-elves are a kind of
arrogant, "holier-than-thou" space police übermensch. It makes for great
role-playing potential and is a break from the norm. In fact, you can use
several aspects of US foreign policy as a model for the EIA :-')

Even if planars are used to "abnormal" people, you could use some
spacer-elves as a new kind of elf, it helps it you allow petioners some
kind of memory of basic disposition and manners.

I absolutely agree, that is why my first (and last) PS character was a
rastipede smuggler from the Rock of Bral, used to encountering giff,
illithids, beholders, humans and other strange beings. The nice thing
about Sigil is that no-one cares if you've got 6 legs if you got
fiends, celestians or worse around the next corner.
