Since this campaign seems to be shaping up like SW, I will use it as an
example to answer this question:  The Rebel Alliance had A-Wings, B-Wings,
Y-Wings, X-Wings, snow speeders, and a whole slew of other stuff, I don't
think they had to pay for that much of it either (otherwise there'd be a lot
more jedi accountants out there).  So just say that the rebels in your sphere
mined the ore, chopped the lumber, constructed the ships themselves!  Or say
that the rebels have high ties (perhaps a princess who's a rebel?) who can
get them the raw materials.
