Beholderspace --- Intelligence Agencies

  I've been toying with the idea of an imperial intelligence bureau that
uses shape shifters for its work.  Dopplegangers, mimics, lycanthropes etc
for infiltration, surveillance, evidence gathering etc.

  Could anyone suggest how the beholders might justify using these creatures
even though they have dominated the sphere?  Would you spy on creatures you
think are beneath you and are practically insignificant?
