Unless there is more to the Spelljammers motivation unknown to me (a likely possibility, what are the novels about? and their titles?), the Jammer in the hands of a well briefed alliance commander with an ultimate helm could take the fight to the vodoni spheres. You dont need the cooperations of the various factions to fight the external menace (although all those heavy weapons would help). In our campaign, the PC united the neogi, illithids, and beholders, and giff, and left the other humanoids to hang (including the EIN). With this limited pseudoalliance a true captain could: a) destroy many Vodoni ships in hit and run tactics b) perforate the heck out of the vodoni sphere, allowing alliance forces the element of surprise c) put out the vodoni sun d) rain down Spheres of Annihilation on the planet e) capture some vodoni ships , assimilate their crew, ( or let Non captain PC's kill them), and analyze the captured ships for weaknesses). This obviously would have to wait for a number of really difficult tasks (finding a Ultimate helm, finding the Jammer, boarding it, surviving etc etc) Thanks PS Unfortunately in our campaign the last captain was deathly afraid of tarrasques ;)
